GLYN DAVIES 'VERY DISAPPOINTED' BY PETER HAINS SCHOOLBOY RHETORIC

Glyn Davies, Welsh Conservative AM for Mid and West Wales has responded with disappointment after hearing of Peter Hain's description of the next Assembly Election as a 'bare knuckle fight' with the Conservatives.  The Secretary of State for Wales was speaking at the Labour Party Conference in Manchester where he warned party members that the Conservative Party was now the main opposition to Labour in Wales.

Commenting on Mr Hain's comments Glyn Davies said:

"It really is very disappointing for anyone who cares about politics to hear Peter Hain demeaning the office of Secretary of State for Wales by using the language of the playground bully.  To refer to the next Assembly Election as a 'bare knuckle fight' sets a desperately disappointing example to young people and will have increased public disregard for politics and politicians.  Peter Hain should know better and he has let down both himself and his party.

However, I very much agree with his assessment that the Conservatives are now the main opposition to Labour in Wales.  Yesterday's victory by the Conservatives in the Rosset by-election in North Wales with Labour trailing in third will seriously concern Peter Hain and Rhodri Morgan.

All mainstream parties in Wales now acknowledge that the National Assembly is here to stay, support the cultural distinctiveness of Wales, are committed to quality public services and equally committed to protection of our environment.  Let us have an Assembly Election that is 'battle of ideas' between the Conservatives who offer a centre right perspective and the other 3 mainstream parties which offer a 'left of centre' perspective.

The last thing Wales needs is 'bare knuckle fights' or any more such yobbish talk.  This week Peter Hain apologised publicly for undermining democracy in the Labour Party when he fixed it for Alun Michael to defeat Rhodri Morgan for the leadership in Wales in 1998 - he will be apologising to Labour for destroying Rhodri Morgan's leadership at next May's elections if he continues with his intemperate yobbish schoolboy behaviour."

TORY AM CALLS FOR ECONOMY TO CENTRE OF ASSEMBLY ELECTION DEBATE

Glyn Davies, Welsh Conservative AM for Mid and West Wales has called for the economy to be put at the centre of political debate during the 7 months left before the Assembly Elections next May.  He has also called for greater concentration of effort on developing the economy of Wales outside of Cardiff and also for greater attention to be given for childcare.

Commenting during the debate in the National Assembly today, Glyn Davies said:

"Health and Education are important Assembly issues but it is economic success which underpins our ability to invest in public services.  The economy should be the top issue in the Assembly Election campaign.

It is crucial that we give greater focus to the economic prospects of North, Mid and West Wales.  Not only is an All Wales economic strategy fair in principle - but it is crucial for developing support for the very existence of the Assembly throughout Wales.

It is also crucial that we help parents of young children to return to work - if they want to.  There is a shortage of skilled employees which is currently being filled by huge numbers of economic migrants - while many skilled parents cannot afford the childcare which would enable them to make a contribution to our nations economic success - and it many cases lead more fulfilled lives.  We need a greater commitment to affordable childcare and a flexible working policy."

GLYN DAVIES NEW LOOK WEBSITE

Glyn Davies, Welsh Conservative AM for Mid and West Wales has changed the design of his Website ahead of tomorrow's official launch to show his support for the new Welsh Conservative Logo.

Commenting on his new look website Glyn Davies said:

"In politics it is important to be up with the game.  Our new Welsh Oak logo ensures that our new position on environmental matters are up to speed with the publics concern about caring for the world we live in and I want to be up to speed with the changing priorities of the Conservative Party.

Tomorrow is the official launch of all three new logos and my website is already ahead of the game with the new logo there for all to see on my font page.  The Welsh Oak represents the strength and endurance that has underpinned the voters support throughout the centuries."

'BATTLE OF EUROPE' TO BE FOUGHT BETWEEN THE UK AND THE EU COMMISSION OVER RURAL DEVELOPMENT FUNDING

Glyn Davies Chair of the Environment, Planning and Countryside Committee of the National Assembly has just returned from a two day visit to Brussels warning of an imminent battle over the funding of the Westminster and Assembly Government's plans for rural development.  He believes that the RDPs (Rural Development Plans) which cover the period 2007-2013 are at risk and cannot be approved in time for the start date of January 1st '07.

Glyn Davies has outlined the field of battle in greater detail in his Saturday 'Blog' under the heading 'Battle of Europe to be fought over rural development money'. The Web log can be accessed via his website at http://www.glyndaviesam.net/ or directly at http://glyndaviesam.blogspot.com/.

Commenting after his meeting with senior Cabinet Members of DG Agriculture and Rural Development, Glyn Davies said:

"Rural Development Plans for both England and Wales are under threat.  This weeks confirmation that the UK will receive only a pitiful 3% of the EU's Rural Development budget means that UK Rural Development Plans cannot go ahead without using money top sliced from other 'direct payments' that are made to farmers.  A battle is about to be fought between the Commission and the UK Government over what level of top slicing is to be allowed.

The EU has decided that the top slicing at a level of 5% (or what is called 'compulsory modulation') will apply in every member state.  But in the UK, especially England, a much higher percentage is needed (what is termed 'voluntary modulation') - without which the Government's rural development plans will be left in tatters.

I was very surprised by the stone wall intransigence of Commissioner Fischer Boel's Cabinet Members that 'voluntary modulation' is simply not acceptable, particularly since the Council of Ministers have already endorsed the principle.  There was a real sense of 'you made your bed- now lie in it' about the Commission attitude - which sounded suspiciously like revenge for the 2007-13 overall EU Budget settlement which the UK forced through last year.  There is no possible way that either of the Governments at Westminster or Cardiff Bay can accept the Commissions position.  There is a real 'Battle of Europe' coming up and I can see no possible way that the Rural Development Plan can be prepared, let alone adopted by the Jan 1st start date."

GLYN DAVIES SUPPORTS NEW 'WELSH OAK' LOGO FOR WELSH CONSERVATIVE PARTY

Glyn Davies, Welsh Conservative AM for Mid and West Wales is welcoming the adoption of a new Welsh Conservative Party logo depicting a Welsh Oak.  The impressionist image of an oak tree has been adopted by the Party to replace the 'Freedom Torch' introduced when Margaret Thatcher was leader of the Party in 1977 and to replace the 'dragon' logo in Wales.  In the new logo the tree has a blue trunk and windswept green branches with the word Conservatives to one side

Commenting on the new 'Welsh Oak' logo Glyn Davies, whose garden is dominated by Welsh oaks and who has a particular interest in the environment, said:

"I am rather pleased that our party is adopting an oak tree as our new logo.

The oak is a very impressive tree, blessed a heart both strong and durable, which grows particularly well in my part Wales.  The oak will represent the enduring dependability that we want the Conservative Party to offer the people of Wales.  I also believe that our new oak tree logo will reinforce David Cameron's commitment to putting the environment at the heart of the policy package that we offer Welsh voters.

Influencing the people of Wales through an appreciation of the absolute importance to our planet of mitigating the impact of climate change is a huge challenge.  David Cameron has made much of his commitment to the environment and we realise that if this is to be translated into policy it will require really tough choices, courageous leadership and true grit.  The mighty oak, unbending and resolute will give him the inspiration to meet this challenge."

TORY AM OPPOSED TO PLAID CYMRU PLAN TO GIVE GRANTS TO FIRST TIME HOMEBUYERS

Glyn Davies, Welsh Conservative AM for Mid and West Wales is opposing a proposal by Plaid Cymru to give up to £5,000 each to first time homebuyers to help them secure a foothold on the property ladder.  However, he is also congratulating Plaid Cymru on putting forward ideas for dealing with the current impossible position facing first time homebuyers - and promising that he is willing to engage in a debate around the search for ideas.  Over many years Glyn Davies himself has blamed the inflexible planning system for creating a shortage of housing where it is needed

Commenting on the Plaid Cymru proposal Glyn Davies, who served as Chair of a Local Planning Authority for 6 years said:

"Finding a practical way of helping young people buy their first home is a real challenge for our policy think tanks - but I do not believe that simply handing over £5000 of taxpayer's money as a gift to every new homebuyer would help the situation.  Such a plan would reduce the finance available for other important public services and in many cases would simply lead to even higher house prices.  The inflationary impact of these free gifts would inevitable have an inflationary impact and would lead to higher interest rates for every homeowner.  Plaid Cymru is asking the right question but has come up with the wrong answers - which is miles better than the Assembly Government's approach of not asking the question at all.

The right strategy to help first time homebuyers would be to increase the supply of new housing by injecting a dose of common sense into the planning system.  The current high price of housing is the inevitable consequence of shortage - and the only logical response is to increase the supply.  Our crazy system of planning controls has created the current problems and is making it worse by the day.  I despair at the blindness of planning authorities to the chaos in people's lives that they cause. Even now, when young people wanting to set up home are facing a bigger challenge than ever before, the planners have knowingly made the position infinitely worse by declaring huge tracts of Wales as flood risk areas - without identifying replacement development land.

I am greatly encouraged that helping young homebuyers is becoming an Assembly election issue.   I do not agree with the Plaid Cymru proposal but I hope we can have a constructive debate over the next few months."

GLYN DAVIES WELCOMES FURTHER CONSIDERATION OF HOSPITALS RECONFIGURATION IN MID AND WEST WALES

Glyn Davies, Welsh Conservative AM for Mid and West Wales has welcomed today's decision to conduct further consideration of the appropriate configuration of hospital services to serve the old Dyfed area in Mid and West Wales.

The Project Review Board has made several recommendations in respect of health services in Mid and West Wales but has decided, following a strong public campaign, that more work is needed before a solution for the old Dyfed area can be finalised.

Commenting on the proposals, which were presented today, Glyn Davies said:

"The most difficult and controversial aspect of previous proposals to reconfigure healthcare services in Mid and West Wales has been how the NHS is delivered in the old Dyfed. I welcome the decision to think again. While I support the creation of a 'single delivery unit' for the counties of Pembrokshire, Carmarthenshire and Ceredigion - it must be on a split site basis.  It is absolutely vital that all 'emergency' services continue to be located at Bronglais in Aberystwyth and Withybush at Haverfordwest because of the great distances between these areas and available alternative services.  I hope that the new Planning Forum which is proposed today will take 'distance' into account.  The most contentious aspect of change in our healthcare services in Mid and West Wales has been put on hold but it is an issue that we have to return to.

Personally, I have long believed that far too much money is being wasted on an overly complex bureaucracy in the NHS in Wales and merging the 3 Hospital Trusts which serve the old county of Dyfed would be a sensible idea.  I was strongly opposed to the creation of 22 Local Health Boards by the Assembly Government and would favour the policy of one commissioning body for Wales which I have supported throughout my seven years as an Assembly Member.”

GLYN DAVIES CALLS FOR RETHINK BEFORE ‘CLWB GARDDIO’ IS CONSIGNED TO THE GARDENING WILDERNESS

Glyn Davies, Conservative AM for Mid and West Wales and gardening enthusiast, has written to the Chief Executive of S4C asking for a reconsideration of the channel’s decision  to scrap ‘Clwb Garddio’, one of its most popular programmes.  He also intends to table a Statement of Opinion at the National Assembly for Wales next week, inviting his fellow AMs to join him in expressing disappointment that S4C have decided not to commission another series of what has become a cult programme.

Commenting on the shock news that Clwb Garddio is to be discontinued, Glyn Davies, whose own garden at Cil Farm, Berriew is to feature on next Thursday’s edition of the programme said:

“Clwb Garddio is a Welsh institution and it is tragic to see it being cut down like a mighty oak in its pomp.  Scrapping the popular programme is an act of horticultural vandalism.  It is the biggest blow to Welsh culture since the Gorsedd began using plastic stones. I very much hope that S4C will reconsider its decision.

Many hundreds of viewers have expressed their concern about the loss of Clwb Garddio, a programme that has brought many non Welsh speakers into contact with the language through their love for gardening.  This is a strike against an activity that promotes physical fitness, promotes an awareness of where food comes from and how the natural world works and is a growing part of the economy.  As Western civilisation becomes every more overwhelmed by utterly degrading ‘reality TV’ programmes stuffed full of Z list celebrities we are losing a genuine ‘best-in-show’ educational and entertaining programme presented by a genuinely top class Welsh communicator.

S4C has every proprietary right to scrap one of its best programmes, just as every gardener has the right to chop down his most beautiful tree  -  and it is also the case that every license fee payer has the right to observe that both decisions cause distress to those who have grown to love them.  I am joining the cast of thousands who want Clwb Garddio to live on.”

GLYN DAVIES WELCOMES PUBLIC EXPOSURE OF LIB-LAB COALITION TALKS

Glyn Davies, Conservative AM for Mid & West Wales, has welcomed the appearance in this week’s media of reports of coalition discussions that are taking place between Labour and the Liberal Democrats regarding the establishment of another Lib-Lab Coalition Government in the National Assembly after May 2007.

Since political commentators began predicting that Labour is highly likely to lose seats in the 2007 Assembly Elections and not be able to form an Assembly Government on its own, Glyn Davies has been predicting that a Lib-Lab Coalition was the most likely outcome.

Commenting on the reports that discussions are taking place about the formation of a Lib-Lab Coalition after the next Assembly Election Glyn Davies said:

“I have long believed that the Liberal Democrats are preparing to enter a coalition with Labour after May next year – and I am pleased that this is now being reported.  It is right and proper that voters should know what is being planed and I am disappointed that Rhodri Morgan and Mike German are not prepared to make their intentions clear. I have not the slightest doubt that ‘representatives’ of both parties are holding informal discussions – and that even their own backbench AMs are not being told.

I was particularly concerned to read reports that the office of Presiding Officer is being tossed around as a negotiating chip as this secret deal is being put together.  The National Assembly currently has a very committed and talented Presiding Officer who has done a splendid job – and it would be a disgrace if Lord Elis Thomas was ousted as part of some sordid game of power poker.

I fully accept that some form of coalition may have to be formed after next year’s election - but parties working on plans before the election should be honest with the electorate.  I also accept that no serious political party can rule out the possibility of being involved in a coalition – but if I or anyone acting on my behalf was involved in even the most informal discussions, I would regard as my democratic duty to tell electors before they voted.  The leaders of the Labour and Liberal Democrats should be open and honest about their plans for a coalition.”

TORY AM AND DAVID CAMERON THANK LOYAL SUPPORTER FOR 74 YEARS SERVICE TO CONSERVATIVE PARTY

Conservative Party Leader, David Cameron, has sent a signed ‘Certificate of Appreciation’ to Mrs Eira Gispert of Welshpool who has been an active member of the Conservative Party for 74 years.  The framed certificate was presented to Mrs Gispert, who is now 92 years of age, by Robert Harvey, President of the Montgomeryshire Conservative Party, at a celebratory party in Welshpool.  Conservative AM for Mid and West Wales Glyn Davies, and prospective Assembly candidate Dan Munford, also attended.

Speaking after the presentation party Glyn Davies said:

“Mrs Gispert has been, and remains, a wonderfully loyal member of the Conservative Party who is actively engaged with what is happening both in Welshpool and at the national level.  In particular, she is dedicated to quality development of Welshpool and writes to me regularly about the importance of high standards in redevelopment of the Livestock Market and her opposition to over development on the Brookfield House site overlooking the canal in the town.

All of us who work for the Conservative Party in Montgomeryshire are very proud of Mrs Gispert and inspired by her loyalty, and I am really pleased that David Cameron wanted to join in our thank you party for her.”

TORY AM CALLS ON POWYS LOCAL HEALTH BOARD TO BE OPEN AND TRANSPARENT ABOUT HOSPITAL CLOSURE PLANS

Glyn Davies, Conservative AM for Mid and West Wales is calling on the Powys Local Health Board to tell the people of Powys what its plans are to close Community Hospitals.  He believes that the Local Health Board has already made up its mind and is ‘going through the motions’ before announcing hospital closures at its Board meeting on September 27th.

Commenting before tonight’s public meeting at Llanidloes which has been arranged by the Llanidloes Town Council to discuss what plans there might be to close the Llanidloes Hospital, Glyn Davies said:

“It is clear to me and anyone else who has read reports to his board presented by Mr Andy Williams, the Chief Executive of Powys Local Health Board over recent weeks, that Community Hospitals in Powys are going to be closed if the Board has its way.  Community Hospitals are so much a part of their local communities that the people deserve to be told exactly what is happening and tonight is the opportunity to tell the people of Llanidloes what is planned for their hospital.  It is disrespectful to people living in communities facing hospital closures not to be treated in an open and fully transparent way.

I fully acknowledge that the Local Health Board is facing severe financial challenges – in that it does not have enough money to do everything it wants to. But if the LHB has decided to save money by closing Community Hospitals in order to invest more money in other services, the Chair and Chief Executive must stand up and outline their case in public, and in detail.

The biggest insult of all would be a pretence that Community Hospitals are remaining open while the services that make it a hospital are taken away – leaving little more than a nursing home.  People of communities like Llanidloes are deeply concerned about what is happening to their hospital and they deserve a full, open and transparent explanation. I hope that they will receive such an explanation tonight”

GLYN DAVIES CONCERN ABOUT LINKS WITH ‘ENGLISH’ HOSPITALS INCREASES

Glyn Davies has expressed his deepening concern about the future of the longstanding relationships between the NHS in Wales and major hospitals over the border in England.  He was commenting after a private meeting with the leadership of the Powys Local Health Board on Friday, where the Board’s relationship with the Robert Jones and Agnes Hunt Orthopaedic Hospital at Gobowen was discussed at length.

Commenting after the meeting, Glyn Davies said:

I am deeply concerned about the rift that has opened up seems to be widening between the NHS in Wales and the NHS in England – creating the biggest challenge to the principle of devolution and the greatest threat to the future of the National Assembly.  I have been very shocked by some of the vehement language that is becoming a feature of cross border relationships in the NHS.  This issue is turning the people of Powys against the National Assembly.

Increasingly, Powys patients can expect to be offered treatment at other hospitals in Wales – even when they live just a ‘stone’s throw’ from the major hospitals they have always looked at ‘their’ hospital but which, in effect, will be ruled out because it is in another country.  Fear of this sort of nonsense was the main reason I used to argue against the creation of a National Assembly in 1997 – and it is now becoming a reality in both health and education.

Sorting out the ‘Cross Border Chasm’ that has opened up between the NHS in England and Wales will be a huge challenge for the new Assembly Government which takes office next ay.  Although I have an instinctive aversion to yet more NHS reform in Wales, it is becoming clear to me that the current bureaucratic siege mentality which has infected the current situation which is based on 22 separate mini health authorities in Wales will have to be tackled.  We must get back to an NHS which puts the interests of the patient first.”

GLYN DAVIES BACKS CAMERON CALLS FOR A CLIMATE CHANGE BILL

Glyn Davies, Conservative AM and Chair of the National Assembly’s Environment, Planning and Countryside Committee, is backing David Cameron’s call for the inclusion of a Climate Change Bill in the next Queen’s Speech.  He also supports the inclusion of new Wales only legislation to tackle climate change as one of the early measures for consideration by the National Assembly government next year, following the granting of law making powers to the Assembly next May.

Supporting David Cameron’s speech to Friends of the Earth on Friday, Glyn Davies said:

“There should be a comprehensive Climate Change Bill announced in the next Queen’s Speech which sets annual targets for greenhouse gas emissions and an independent body to audit Government performance on an ongoing basis.  Our current dependence on long term targets and on Government sponsored assessment of performance is hopelessly inadequate to force any Government to tackle the massive problem of climate change with sufficient urgency.

I also believe that the new Assembly Government which takes over responsibility for governing Wales after next May’s election should use its new law making powers to propose a new measure which creates legally binding annual greenhouse gas emission targets and some form of powerful independent assessment.  For me it is very exciting to see right-of-centre politicians like Arnold Schwarzenegger and David Cameron putting the issue of climate change at the centre of the political stage.

Measures to reduce greenhouse gas emissions are going to be unpopular and controversial.  For months I and many other Conservative politicians have said that we will work with Government to bring forward effective proposals.  In the longer term, responsible opposition which puts our planet first is better politics than short term populism.  Climate Change is such a huge threat to our planet that Government must give it the highest priority.

TORY AM BACKING NICOLE COOKE TO BE SPORTS PERSONALITY OF THE YEAR

Glyn Davies, sports enthusiast and Conservative AM for Mid and West Wales, is backing Welsh cyclist, Nicole Cooke, to be named as British Sports Personality of the Year.  Nicole won the World Cup title on Sunday in Holland with one of the 12 races yet to take place.  The final race in this year’s World Cup which takes place in Germany next week will be a victory parade for Wales’ leading sportswoman. This is the  second time she has won the event.

Commenting on Nicole Cooke’s achievement, Glyn Davies said:

“Nicole Cooke is the best female cyclist in the world and is the first British cyclist, male or female, ever to top the world rankings.  She is one of the greatest sporting performers that Wales has ever produced and she does not get the praise or the attention she deserves.  Nicole is a star who shines brightly in Europe and she should be the brightest star of all in the sporting constellation in Britain.

Winning the World Cup for the second time, with one race to spare, is a stunning achievement for our Welsh heroine and if there was any justice Nicole Cooke would walk away with the Sports Personality of the Year title.  In the last few weeks she has won the Women’s Tour de France, won the World Cup and established herself as World No 1. Nicole Cooke is a true undisputed World Champion who has brought a smile to the face of cycling which has been so disfigured over recent years by male drug cheats.”

GLYN DAVIES DISCUSSES LNG PIPELINE WITH BRECON BEACONS NATIONAL PARK

Glyn Davies, Conservative AM for Mid and West Wales and Chair of the National Assembly’s Environment, Planning and Countryside Committee, has met with the Brecon Beacons National Park to discuss the proposed LNG pipeline from Felindre, near Swansea to Tirley in Gloucestershire.

On August 14th, National Grid applied to the Secretary of State for Trade and Industry for consent to construct the pipeline, which as currently proposed will pass through the National Park. The Park Authority has raised several concerns with National Grid, which were discussed with Glyn Davies on Friday at a meeting in Brecon.

Commenting after the meeting Glyn Davies, who also intends to meet with National Grid shortly, said:

“I start from the position that a pipeline must be allowed to carry the liquefied natural gas (LNG) from the import terminals at Milford Haven to a distribution centre at Tirley in Gloucestershire.  The national interest and security of British energy supply dictates that this should be allowed.  The only questions remaining for me are precisely where the pipeline should go and under what conditions it should be allowed and what levels of compensation should be paid to farmers and landowners.  The Brecon Beacons National Park is entirely reasonable in seeking to ensure that the environmental impact of this pipeline is limited as far as possible.  The Park, as a major affected landowner, is also reasonable in pursuing a generous level of compensation and community benefit.

I hope that the National Grid will accept its responsibility to pay a proper level of compensation, in recognition of the severe intrusion into our National Park of the proposed pipeline.  Such a response to the Park Authority’s concerns will be the only way that National Grid can reasonably expect a quick decision.  National Grid has given itself a huge challenge, ensuring that the pipeline is finished in time to transport the first shipments of LNG next year.  I do not believe that the timetable will be achieved unless there is a real willingness on the part of the National Grid to engage with the genuine concerns of the Brecon Beacons National Park”.

TORY AM SAYS POWYS LHB SHOULD LISTEN TO THE VOICE OF LLANIDLOES

Glyn Davies, Conservative AM for Mid and West Wales, was present at last night’s public meeting called by Llanidloes Town Council to discuss plans to close Llanidloes Hospital. Over 500 people attended the meeting to hear the Chair and Chief Executive of Powys Local Health Board outline their plans for the future of healthcare in Powys and how they would affect “their” hospital.

The Chief Executive, Andy Williams, intends to make a clear recommendation to the LHB Board on September 27th.

Speaking after last night’s meeting, Glyn Davies said:

“The people of Llanidloes have turned out in their hundreds to tell Powys Local Health Board how much they value their hospital.

The overwhelming power and emotion ringing out from the highly charged 500 strong crowd must have left the leaders of the Health Board in absolutely no doubt that closing Llanidloes Hospital will be bitterly opposed by the entire town.  The ‘Voice of Llanidloes’ has yet again risen up to defend the much loved War Memorial Hospital.

I have no doubt in my mind that the Health Board had already decided to close the Llanidloes Hospital and that the final decision on September 27th was intended to be a more formality.  I hope last night’s public meeting will have changed the position and that the LHB will listen to the Voice of Llanidloes, its passion and the logic of its arguments – and keep Llanidloes Hospital open.”
